1. Understand which animals are available for adoption
   • Animals available for adoption fall into four categories: those with ID tags whose owners did not reclaim them within 7 days; those without ID tags assessed as suitable for adoption; animals surrendered by owners no longer wishing to keep them; animals seized or confiscated by law and assessed as suitable for adoption
   • Browse available animals in advance at pet.gov.tw
2. Complete the pre-adoption interview assessment form
   • Download and complete the "Keelung City Pet Bank Pre-Adoption Interview Assessment Form" from the official website before visiting
   • Staff will conduct a pre-adoption interview based on the form to confirm your suitability as an adopter
3. Visit the shelter with your ID and choose your animal
   • Bring a government-issued ID
   • Browse the dog kennels and cat room and choose the animal you would like to adopt
4. Complete the adoption declaration and assessment questionnaire
   • Fill out the "Stray Dog/Cat Adoption Declaration" and "Dog/Cat Adoption Assessment Questionnaire"
   • Consent to 6 months of post-adoption follow-up contact via the shelter's LINE@ account
5. Complete animal registration
   • Complete pet registration and rabies vaccination (first year free)
   • If the vet determines the animal is too young or unfit for vaccination, arrange this at a veterinary clinic within the required period
   • Adoption is free of charge
6. Arrange spay/neuter (subsidized)
   • Un-neutered animals: the shelter subsidizes NT$800 for males and NT$1,500 for females toward neutering at a partner veterinary clinic
   • If the animal cannot be neutered at the time of adoption, sign a declaration to arrange it at a veterinary clinic, or submit an exemption declaration (for elderly or ill animals) — provide proof to the shelter within 7 days of completion
7. Legal obligations after adoption
   • Spay/neuter: required by law — exemptions require formal declaration
   • Annual rabies vaccination: required each year
   • Microchip registration: must be completed within 4 months of adoption
   • Dogs must be leashed in public at all times
   • Accept 6 months of post-adoption follow-up contact via LINE@
   • If you can no longer care for the animal, contact the shelter to complete a surrender procedure — do not abandon
